75 micro SV At a house located in Minamisoma Kodaka-ku

The air dose is about 5 micro SV, and the surface dose is about 10 micro SV. 

Radiation is more from the surrounding trees and buildings than from the ground.
Monamisoma is now designated as "restricting residence area", however, monitoring posts are set distant. 

It is not assured if radiation dose here will decrease under 20mSV/year even after conducting a decontamination, replacing the roofs, or removing the surface of mountains, as we have a huge agricultural land here. However, Minamisoma is not designated as "areas where is problematic to live in". 

The administration of Minamisoma is also a member of Decontamination Sloganeers, such as "We aim at halving the radiation dose with decontamination". Maybe those slogans affected the fate of Minamisoma in area sorting. 

I feel as if we were being killed slowly because of the slight expectation of the administration side. 

20 mSV/year is the provisional standard (Japanese legal standard of the annual allowable amount of radiation exposure is 1 mSV/year), so the government is not supposed to allow us to live here. 

From the actual decontamination efficiency, to halve the radiation dose is impossible. 

Maybe the administration will create a new mathematic trick again to justify their decision?? 

They might start insisting that air dose under 3.6 mSV is OK. 

For how long they are going to use the provisional standard? Maybe about 30 years in Fukushima? 

For the members of the Parliament who join the protest in front of the prime minister's office. Please make an effort to include the adherence to the legal standard 1 mSV/year in the Disaster Victims Relief Law.

A part of Minamisoma (ex. Kodaka-ku), which is included into the areas within 20 kilometers from the Fukushima Daiichi, was removed from the caution zone. 
About 95% of the area is preparing to lift the closure, and the rest is still under restriction of residence. 

The decision was roughly made by dividing the whole area into each administrative district, however, the radioactive concentration in each district is not uniform. 

It was the city administration who adjusted the decision.

I would give a brief explanation about radioactive distribution of Minamisoma, which is about 400 square kilometer in a shape of quadrate. I draw a horizontal line to divide east and west, and then a vertical line to divide north and south. 

When I draw a horizontal line, there are Kyu-Kodaka-Cho (within 10-20km), Kyu-Haramachi-Cho (within 20-30km), and Kyu-Kashima-Cho (outside of the areas within 30 km) from south. 
(The dimension is almost equivalent to Futaba-Gun)

This consolidated municipalities has a population of about 590,000. 
After the merger, the town mayor and officials raised their payroll and retirement benefit according to the standard of the city. I call it a government employees' bubble economy. It made labor costs sapped the income of the municipality, instead of developing economic efficiencies to avoid financial difficulties. How could they while the people are suffering from the major depression. 
It's not too late to change the system. 

Sorry I'm a bit upset. Let's move on. 
In prior to March 11 catastrophe, the population is about 71,500, and today, about 6000 population outflow has been registered. 

The number of evacuee is said about 20.000. 
In many cases, the elders returned home, and visit their grandchildren on weekend. 
Because of the reconstruction, there are many cars on the street during weekdays, but it becomes quiet on weekend since the many people move out.

And now, I divide the vertical line into 3. 

Radiation dose is high in the west (the mountain area), and low in the east (the Pacific). 
Due to the wind from the Pacific, the east area didn't get a big damage. 

(The city mayor is living in the area where is not severely contaminated. He seems to forget that there are some highly contaminated areas exist, such as my place which is located at the mountain foot in Haramachi-ku, and repeats saying that Minamisoma measures low radiation does. We are all upset about it.) 

The middle part is urban district (Kashima, Haramachi, Kodaka)

So, now there are vertical line and horizontal line. 
The highly contaminated area covers Kodaka-ku and a part of Haramachi-ku (2 blocks near the mountain). 

Haramachi is designated as specific evacuation recommended zone. 
Even after decontamination works, dose will remain over 5mSV per year in this place. 

Kodaka is restricting residence. Decontamination won't decrease the dose to under 10mSV/year.

In march, mayor of Minamisoma promised at an assembly that he would make an effort to include the adherence to 1mSV/year of the permissible radiation dose into Disaster Victims Relief Law. 

It means that the city will be in charge of dealing with the places that exceed 1mSV/year, if the state does nothing about it. 

In the worst case, the annual permissible radiation dose will be raised to 20mSV. Will the city administration do something, or just leave it saying that the state is responsible for it?

Our objective is to assert our right that we are not allowed to exposed to radiation over 1mSV/year, which is legal standard of Japan. 

They might say "The danger of low radiation remain unexplained. Maybe it's OK." - This is not a question. 

Our rights ensured under the law shouldn't be offended, and I refuse to be used as a guinea pig. 
This is infringement of human rights. 

Even the administration declared that the city is not safe enough, meanwhile the evacuees are requested to return home, schools restarted, and decontamination stands still.  I want everyone in the world to know that we are eating and aspiring in constant fear.
Such a absurd situation is allowed in Japan in 21st century.
